2025 Referendum Vote Update

The SRC has re-negotiated the continuation of the Saints Bus Pass for a three-year renewal term (effective September 1, 2025 - August 31, 2028) 

The fee has increased, from the inception of the Bus Pass in 2022 due to demand of the service.

After a college-wide vote in March of 2025, majority of students voted in favor of keeping the bus pass for the three-year renewed term.

So what will the Saints Bus Pass program cost?  
Annual Rate: $823.00/student (September 1-August 31)

To provide a comparison for the same service, students who rely on the public transportation system, Transit Windsor sells a 30-day pass. We have highlighted the cost savings between the standard Transit Windsor pass and the Saints Bus Pass.
•           Projected Youth Rate (13-19 years old) (30-day pass): $83.75 
•           Projected Adult Rate (20-59 years old) (30-day pass): $122.00 

Students who do not utilize Transit Windsor will still have the option to opt-out of the bus pass, during the one month opt-out period, with a 40% cap rate.
The same opt-out criteria will be implemented:
•           any full-time student who lives outside of the Transit Windsor service area (must provide photo proof of address)
•           any full-time student who purchases a St. Clair College parking pass (must provide screenshot proof of permit in SIS)

2025-2028 Bus Pass 

Windsor based St. Clair College students will automatically be enrolled with a year-long Transit Windsor bus pass, paid for via a new mandatory student fee. The implementation of the fee was overwhelmingly approved by students in a referendum conducted in February 2022. 

The fee takes the form of a discounted price for the bus pass, negotiated by the Student Representative Council (SRC), in conjunction with Transit Windsor. 

Students enrolled in the Fall 2025 semester, will pay a student fee of $823.00. This fee will entitle them to a Transit Windsor bus pass for one full year (September 1, 2025 – August 31, 2026)
For January-start students (enrolling at the beginning of the Winter 2026 semester), an eight-month pass will be provided for $548.67.
 

These are ‘universal’ passes that do not restrict ridership of transportation to and from school. This pass can be used on any day, at any time. Please note that Tunnel service and the LTW 42 service is excluded. The new Amherstburg route 605 and LaSalle 25 is included . 

OPTING OUT

There are two general categories for students to be eligible for opting-out of paying the fee (to have it refunded back to them):

  • Those who can demonstrate they live outside of Transit Windsor’s service area (for instance, in most municipalities of Essex County)
  • Those who can demonstrate that they have already paid for a college parking pass

To opt-out under either of those categories, students must fill out the electronic form on the SRC’s website by January 31st, 2026. The opt-out form will be available on this web page beginning January 1st, 2026.

Other criteria to opt-out that are taken into consideration, but are not guaranteed, include:

  • Those who have a free Transit Windsor bus pass through other means
  • Those who are currently outside of Windsor for a college placement
  • Those who have a medical condition or physical disability that prevents from taking the bus
  • Those who have a parent/relative St. Clair College staff member and use their parking pass
  • Those who are a Downtown student, attending the Downtown campus

Opt Out Periods:

Fall Start Students - September 1-30

Winter Start Students - January 1-31

 

NOTE: Due to the terms of the negotiated contract with Transit Windsor, a maximum of 40 percent of a semester’s enrolment may opt-out. 

 

OPT-OUT FOR FALL/WINTER 2025 STUDENTS

After filling out the form below, if approved, a reversal of the bus pass fee will be located in your My St. Clair SIS account under Campus Finances. Please allow 8-10 weeks of processing times after the opt-out period has closed.

PICKING UP YOUR PASS

Students seeking to pick up their bus pass for the Fall/Winter 2025 semester MUST HAVE VALID STUDENT ID ready to do so. Bus pass pickups begin on August 26th.

BUS PASS DISTRIBUTION 

Passes can be picked up between 9am-4pm at both campuses - SRC's new Print Shop location in the Computer Lab at South Campus and TD Student Success Centre, Downtown.

If you have lost your bus pass and are in need of a new one, you may purchase a replacement for $20.00 at the Print Shop in the computer lab at South Campus, or in the TD Student Centre, downtown.
